The honest position
Loft insulation is the most commonly funded measure under Warm Homes: Local Grant and ECO4. Some households may qualify for funded insulation depending on the current scheme, the property, the eligibility criteria and the funding available at the time; a thin loft and a low EPC rating are the usual starting points, but nothing is confirmed until eligibility is checked. If you are not eligible, a loft top-up is still the cheapest measure you can pay for — £450–£1,600 installed, or a few hundred pounds in materials.
What is checked
- Income, benefits or council designation
- EPC rating, or an assessment where there is no EPC
- Current loft insulation depth — usually funded only if below a threshold
- Tenure — owner, private tenant with landlord consent, or social tenant via the landlord

Is free loft insulation a scam?
The schemes are real and government-backed. Some advertising of them is misleading. Use official routes and be wary of any site that promises before it asks.
